I tend not to take progesterone regularly, but rather use it on days when I feel my anxiety is returning, and I need a bit of extra anti-anxiety medication. So I will put a bit of progesterone cream on my skin as and when I feel it might be helpful.

I find progesterone has a mild mood-boosting effect too, so I also take it sometimes on days when my depression symptoms get worse.

I would suggest using it in the morning though if you want to take it regularly for anti-anxiety purposes.
